All styles in a document are based on the Normal style until you change that. By setting the Normal style to the language you want to use, that change will flow through to the entire document, regardless of the style in use. The "Default" or "Add to template" settings make this change fall through to your Normal template, which will set the language for all future documents unless you specify a different template for one.

Newer versions of OS X won't let you see this unless you go explicitly to it. Look for the folder "Office " and whack it. Just move it to the Trash, and empty the trash. When you restart Word, it will re-create the content of that folder, including your custom dictionary.

According to the following posts, it should be possible to use the Group Policy Editor to block access to spelling and grammar in Word. Disable proofing, spell checker, using GPO for Word The policy numbers should be independent of the Word version, although you will need the proper administrative template for Paige Carruthers.
