That might mean either multiple users are trying to update the excel simultaneously or the someone has left there powerapp open and it is still locking the excel maybe. Excel in one drive is the only solution I can currently use as I also have a powerBI report that reads from this excel and displays a dashboard. I have an app that reads from a spreadsheet in OneDrive. I have 10 users that have no problem but 2 that do.

Permissions are granted at the file level and those users that cannot use the app on iOS can use it in windows so I dont think permissions are the issue.
